Plaintiff and defendant are both in Fairfax county. Plaintiff has filed warrant in debt in Loudoun county general district court. Can defendant move court to change venue to fairfax county general district court?

Sure, the defendant can motion for a change of venue. However, whether the court will grant the motion or not may depend upon factors other than where the parties reside. (If the defendant is employed in Loudoun County and/or has assets there or Loudoun is somehow connected to the plaintiff's claim(s) underlying the lawsuit, the motion to change the venue would likely be denied.)
