can a collection agency garnish my wages even if that bill or school loan have not been paid on since 2001? do the statue of limitation apply in this situation?

No, the collection agency cannot garnish your wages or undertake other action to enforce this alleged debt until a valid judgment has been obtained against you for this particular debt from a court of proper jurisdiction.
