Collection fees on state college grant reduction

I am a student at George Mason who withdrew from one of 3 courses I took last fall. My state grant was reduced because of this, but I wasn't told how much I owed until this spring. The bill that was issued stated a past due date that is 2 weeks after the bill issue date and that it would be sent to collections 60 days after the bill issue date. It is my understanding of the Virginia Collections Act that I am entitled to 60 days from the date of a bill being past due to submit payment prior to a collection agency being involved. This would indicate I was shorted 2 weeks of time I could have paid the debt within. I attempted to pay the debt before the 60 days from past due had expired, but because of time spent arguing with several officials over the collection fees the payment was made a few days after it expired, and only for the original amount owed. I would like to know if I should take the school to court in this matter and what my liability would be if I lost.

No, I would not recommend it for a variety of reasons which I will not go into here in this forum.
