collection on warrant in debt
if the defendant pays the original debt due but does not cover the collection cost (i.e. court fees, service processing fee), am i able to request judgment on the amount still remaining as a balance due to those charges?

Yes, if they've been included in the warrant, but you should first make a formal written demand to the defendant debtor for payment before asking the court to enter a judgment for these amounts.
