I would like to know if a non-profit organiztion such as a church can collect on a check returned for non sufficient funds from a parishioner, for instance given in free will offering. Or submitted for an event or function as payment for goods.

The check submitted for payment of goods/services received by the check writer, very definitely. As to the other type of situation, one might be impelled to ask: why would they want to?
