Legal Question in Credit and Debt Law in Virginia

Yesterday I had a collections agency contact my neighbor by phone. I was unaware they were trying to contact me. I am truly embarassed that the first time I met my neighbor was from such a strange occurance. I called the creditor and am going to solve the issue today. My question is, Is it legal for a collector to use a map to contact complete strangers to find me?
