Which county to file warrant in debt (Virginia)?

I did some construction plans for a builder who has failed to pay me. I would like to file a warrant in debt. I work from my home in county "A", the builder does business out of county "B", and the location of the project was in county "C". With which county do I file the warrant in debt?

Either counties "B" or "A" would be appropriate venues for the filing

of your warrant.
