Legal Question in Credit and Debt Law in Virginia

Credit Cards

I,ve been told that when my Step-father died recently that my mother wouldn't be responsible for the Credit Cards that are in JUST HIS NAME... Is this TRUE ? ... If so, what are my mothers responsibilities to these Credit Card Company's as the Executor of his Will?
