Legal Question in Credit and Debt Law in Virginia

credit report

I'm trying to clear up my credit report and I've noticed that I have 3 things on my report that are on there multiple times. These 3 items have been sent to collection agencies. Now I was told that I can dispute these items on the 'fact' that I did not enter into an agreement with the collection agency nor did I use/purchase/lease anything from the collection agency. Is this true?

Re: credit report

No, this could not be true, meaning that you would've had to have entered into an agreement with your creditor's collection agent before the latter could seek to collect your unpaid bill.

(Doesn't make a whole lot of sense.)
