Legal Question in Credit and Debt Law in Virginia

My daughter IN Law just graduated from ITT Technical Inst in Virginia Beach, VA. Now she is being told that she owes 12,000 dollars from back in 2005. They never conducted her until they turned it into collections. She has contacted the financial dept but they told her they cannot give her the specifics as to when/why they say she owes 12,000 more dollars. She has tried to contact the main headquarters about this but they have not returned her calls. ITT tech does not allow you to start taking classes until your bill has been paid. But now they insist she owes them money. Can an institute go back 4 years and say you owe money and turn you in to the collection agency without any kind of back up info? She already owes appx 50,000 dollars in student loans. I think they are a rip off company. Thanks for your help.
