In the Commonwealth of Virginia, if a spouse prior to marriage has incurred a credit card debt and after new marriage is sued for the debt, can the assets or property of the new spouse be garnished or seized?

No, no part of the property belonging to this new spouse can be seized, attached, garnished, nor levied against to satisfy the debt owed by the other spouse and incurred prior to the marriage.
