Legal Question in Credit and Debt Law in Virginia

Debt sent to a lawyer then to court without notice.

My homeowner assn. sent my past due that I owed to them to a lawyer for collection without sending me a single late notice. I talked to the lawyer to make payment arrangements, he said put it in writting and send the letter to him to pass on. I started making the payments that I arranged with them and then recieved a "warrent of debt" from the court. My question is: Is a debt collector required by law to send a late notice before it is sent to collections?
