Legal Question in Credit and Debt Law in Virginia

Greetings,
Without going too detailed into the case, Unfortunately, I got scammed over a situation and $30,000 of my money walked. Got a call from the Investigator, that there is a 1% chance they might have found the guy. Was told, I can file for Restitution for the actual damage and possible Punitive damage.
I'm not greedy, and just want my $30K. Has any of you dealt with Restitution, collection, etc... Is it paid all at once, or am I going to get a $10/Check every month from his jail Salary for years to come? What if he says, he has spent the money, then what? Am I going to be entitled to his future salary paychecks, given he comes out of jail and actually lands a solid Job? What are the assurance I'd ever see that $30K? What if the money has been laundered to a family, friend member and is being kept for him and he shows the court that his assets are limited and his bank account is empty. Is there anyway, I can prove that the money is not gone and he just he just doesn't wanna pay? Lastly are there companies that buy out Restitutions. For example if the judges orders the person to pay me $30K, can I sell my $30K to a company for a quick cash payment of $20K? In return the company waits until they seek their full $30K and make a $10K profit and interest?

$10 check per month, you say, from the convicted scammer? And, your

hope that somehow he will comply with the court's order for restitution.

My assessment is that, having seen how restitution usually works in both

state as well as federal courts over 20+ years, I would not hold your breath on this one---even for a couple of seconds.
