how can I file a lien a against someone in State of Virginia who owes me over $10000 and will not pay without having to get an attorney?

You can't file a lien to encumber the debtor's real property without first receiving a judgment from the general district court for the amount that is owed you.

If you go to the clerk's office (civil division), you can begin

filling out the forms there to initiate your suit against this

alleged debtor and to eventually have your claim reduced to an

enforceable judgment that will also permit you to

record a lien against any real property that the debtor may own in the area.
