Legal Question in Credit and Debt Law in Virginia

I have a friend who is living in Syria now unemployed-- he moved from Dubai a year ago but while he was in Dubai, he accrued debt of about 20,000 (in US dollars). He is a US citizen and is worried that if he tried to return to the states, he will be extradicted to UAE and then jailed.

If the "crime" is just incurring debt, the US won't extradite because there is no "dual criminality."
