I have a garishment agaist my wages, can I file a homested deed to relief me of part of the debt?

It doesn't relieve any of the debt. It just allows you to keep the assets (wages) that you claim, but absent a settlement, payment in full, or bankruptcy, they will just keep garnishing until it's satisfied. Don't waste your homestead deed on this, as it's limited to once per lifetime.
