Legal Question in Credit and Debt Law in Virginia

i am a graduate student at virginia state university and i was recently suppose to get refund check back fafsa financial aid that i didnt use. i recently got a letter from vcu health systems-mcv hospitals stating that have withheld my funds for outstanding medical bills under the comptroller of virginia and the debt collection act. a month before this mcv send me a subpeona to come to court for outstanding balances. at the time that i was in and out of the hospital i was under my mothers health insurance so we are trying to get the remaining balanace covered by her insurance. the letter says that i can contest this with holding of my refunds. what should i do? can they with hold my funds even though the money is coming from the financial aid i didnt use from fafsa?

Well, then do whatever you need to do to contest it.

I have no information as to the legality of the withholding of fafsa funds under the circumstances you've described.
