My husband first passed away she had a personal checking account (his name was not on the account). The account went over drawn my husband sent a letter to the bank explaining his wife had passed away and he didn't know anything about the account. In addition, he went in the bank center to explain this again. Today he received a collection letter threats to forward information to the credit reports.
Is this legal?

Assuming you are referring to your husband's "first wife", the answer is, no, he
is not legally responsible for this amount alleged to be "overdrawn" on this bank account and which apparently was only in her name.
Your husband should send a written reply asserting the above and that he will
hold the collection outfit now threatening him legally responsible for any
damage that might occur to his credit as a result of its actions in this matter.
