Legal Question in Credit and Debt Law in Virginia

I want to issue a Warrent in Debt.

This is the situation. I am in Virginia and the buyer is in Virginia. We are a small business. We sell items on eBay. We sold an item for $119 on eBay to a buyer in Virginia. By accident, we shipped the buyer two of the same item. We have the two tracking numbers to confirm they received the item. We have emails back and forth where the buyer says he received the two packages. He refuses to ship the duplicate item back to us. We have obviously offered to send them a postage paid package for the duplicate item. They still refuse.

I want to know, can we issue a warrant in debt in our local town for the item they refuse to send back. I have created an invoice showing the two invoices and their payment of one.

They buyer has been very nasty in all of this.
