Judgement amount, who decides?

Hello

I was wondering - if there is a judgement ( civil - money) awarded against somebody - who decides on the monthly amount. I.e. - If I have a judgement against me for let's ay $ 5000 -can I ask the judge to pay back a certain amount per month or will the judge tell me how much I need to pay?

Or does a judgement mean an automatic wage garnishment?

The whole judgment is immediately payable - the court does not set up a payment plan. Any assets can be seized to satisfy it, including 25% of your take home pay through garnishment.
