Can a creditor file a judgement claim in a state or jurisdiction other than the one in which the supposed creditee lives ?

Yes, a judgment creditor can register a validly-obtained judgment in another jurisdiction other than the one in which the judgment debtor lives. The creditor might want to do this if he or she were to discover that the judgment debtor had discoverable assets in this other jurisdiction such as property or bank accounts which could be subject to attachment.
