Legal Question in Credit and Debt Law in Virginia

I was living in Indiana when I loaned a friend money. The friend lived in Maryland. I had my brother who lived in Virginia Drive to Maryland and give him the money for me. I now live in Virginia. The money has not been repaid and I would like to sue. Can I sue my friend in Virginia even though neither of us was living in Virginia at the time. I am not a debt collector and I do not plan to hire a lawyer, I plan on representing myself. If not why and what laws regulate this? And if not what state should I sue him in? And why? Thank you

If your friend whom you loaned money which has not been repaid, still lives in Maryland, that's where you should sue him.
