Landlord calling at work

i have asked, in writing, that my landlord NOT call me at work via email and phone (against company policy for non-emergency personal issues at work). i have asked him to stop at least 3 times. is there anything i can do? can i file charges against him?

Charges for what, excessive phone calls from a landlord? I don't think you'll find that one in the Virginia Criminal Code.
