Only if the judgment is still valid and enforceable.

Virginia judgments are valid for 20 years if entered by the Circuit Court. They are now valid for 20 years if entered in general district court and docketed in land records. (However, until 2005, they were only valid for 10 years unless a motion to extend was filed and granted.) So if the judgment was entered in 2000 and docketed in land records, it is still valid; if it was not and more than 10 years have past, it is no longer valid and cannot be enforced.
