I loan someone $700 and they have told me throught text, which would be considered a contract, that they was going to already have me paid back. But they havent given me a dime.
In the state of Va could I have them arrested since it is over $200

No, under our judicial system, people may be arrested for criminal but normally nor civil matters which is what you've described
in your question.
Your appropriate remedy is not to call the cops but to go to the
clerk's office of your local general district court (small claims)
and request to file a civil case against this alleged loan defaulter.
