If I loaned a buddy $700 and he said he would pay me back $1000 but has not paid anything, can I have him locked up

No, you cannot have anyone "locked up" for failure to pay back

a loan (civil debt) but you could sue him in small claims court for

at least the $700.00 + your court costs.
