Mailbox tampering laws

I, with no malicious intent, inserted a dental bill with a written notation by myself for the parents of a child who caused my daughter dental injury. The notation included my name, phone number, and request to contact me. I was unable to obtain a phone number for the residents, nor do I know them. Am I quilty of mail tampering? To what degree? What kind of penalties could I face? Does the fact that they parent accepted and opened the letter have any bearing on this?
