Money that was stolen off of my debit card

I have a debit card where instead of all my child support payments come through the mail it is deposited onto this debit card they offer. Last month i went to check my balance and i seen where i had made purchases and i saw also on there purchases i didnt make so i called in and told them purchases were made unto my card without my approval so they assigned me a new debit card and asked me to fill out a complaint and i have. Two weeks later i recieved a letter stating that they couldnt reinburse me my $63 dollars back. Now what further actions would i have to take for them to give me my money back that was stolen off of my debit card?

You may need to direct your complaint and request for reimbursement to someone higher up in the chain of command of this card issuer, accompanied, perhaps, by an admonition that you will file a complaint with the Better Business Bureau and other consumer oriented agencies if they continue to fail to act on your request.
