Legal Question in Credit and Debt Law in Virginia

In Oct. 2008, I removed my name from my child's credit union account because he turned 18. The account was opened as a custodial account when he was about 5yo. Anyway, in Aug. 20098, the bank placed a hold on his assets because I defaulted on my personal credit consolidation loan. What VA law gives them the right to do so?
