placing a lien on a person's tax return

I sold a vehicle to a person who later crashed the vehicle and noow refuses to pay the agreed amount for the car. I have one a judgment and now need to see how to recover the monies. due to this person not taking care of business they no longer have any property to put a lien on . Can I place a lien against there tax return to recover monies.

No, tax refunds are not attachable by private individuals such as yourself, as far as I'm aware.
