Can a Property Owners Assoc. get a court judgement against association members for not paying annual dues? Real estate liens have been issued but do not seem to work (they ignor the lien each year). What is the best procedure to force them to pay the dues?

judgments and subsequent enforcement of these judgments through

wage garnishments and bank account levies.
