Legal Question in Credit and Debt Law in Virginia

I purchased a civil court judgement in Virginia from a landlord who was owed money from his former tenant. I have proper court documents showing me as holding the judgment. Can I use a GPS tracking device planted on the subject's car in order to track the subject to her place of work and then file to garnish the subject's wages? All actions would take place in Virginia.

I know of no precedential Virginia cases invovling such matters. Nevertheless, I would, however, urge caution in placing any such a device on the target's vehicle, because (in my opinion) it is not beyond the realm of possibility that if she discovers what you've done, you might find yourself slapped with a civil suit for damages allegeding some of tort akin, perhaps, to an invasion of privacy, trespass to chattels, or who knows what else.
