Legal Question in Credit and Debt Law in Virginia

Room-mate used phone card while travling in Military.

I was enlisted in the Army traveling the world with an entertainment unit. My roomate at the time asked to use my phone card. I let him. He wroe the card number down without my knowledge. He used it in various states and Countries. He is stationed in VA and I am out of the Army and living in CA. Where do I sue him for $3,000?

It would help to know where he was located when he

was making the calls, but generally speaking, you'd

probably have to sue him where he resides, i.e.,

VA.
