Settle vs Paid in Full

I have a sister who is serving in Kuwait. I am her POA. Recently, I received mail from a credit card company stating she owes $3100. My sister says she didn�t charge $3100. I know it is because she did not make the payments on time and all together just stop paying because she didn't have the money. They say if I gave them $1600, the debt would be settled. Should I pay it and if I pay it will this look bad on the already bad credit report I'm trying to clean up? Is settling good?

Before making any such offer of settlementof a debt(for which your sister now apparently denys responsibility), you should request written verification from the credit card company that this particular debt is in fact legitimately owed----by your sister.
