Settled debt

In 2000-2001, I had some credit problems due to a loss in salary. All debts were settled between 2001 and 2003. I periodically receive notices from one creditor telling me I still owe. I did settle through a collection agency for almost the full amount in either 2002 or 2003. I no longer owe this debt. What are my legal rights? How can I get this company to stop sending different collection agenies to me trying to collect this already settled debt? I am in the process of getting a security clearance and this is really causing problems.

Key is whether you have proof of payment. Second, is bringing a lawsuit against the debt collector for violating the Fair Debt Collection Practices Act. You should consult with a consumer law attorney for specific advice.
