Legal Question in Credit and Debt Law in Virginia

We "sold" our car to a family friend in Virginia before moving out of the country. We allowed a payment plan, which was not completed before we moved. The family friend has not paid anything since we left. We have tried contacting him several times, without response. We think he may have moved, with the car, to Portland. If we go back to the states and get the car, what options do we have for pressing charges?

Forget about "pressing charges"; you'll be lucky if you're able to

recover the car in a condition that reasonably approximates that

which it was in at the time of the sale.
