Telephone invasion of privacy or harassment
The offending company repeatedly calls a phone number that I have requested they not use. I complained over the phone and filed two online BBB complaints. I received a letter from a VP of Customer Service notifying me that the phone number was taken out of their system in 2004, but have still received calls to the number. I have investigated the FDCPA law, but the company is not a 3rd party debt collector. I have also investigated Virginia code, but the only relevant sections concern telephone solicitors (those selling things). Is this a more general invasion of privacy issue?

Rather than concluding on your own that the calling company is not a "debt collector" within the FDCA, you should consult with an attorney for a legal opinion.
In addition, the attorney will be able to advise you if you have a legal cause of action under a general theory of harassment or invasion of privacy and whether there are any other practical alternatives available to you.
