unsecured debt
can social security benefits and pension benefits be garnished for unsecured debt. or can the money owed be collected in any other way.

Social Security cannot be garnished before or after receipt (except for certain claims like some taxes and governmental claims, or child support). Pensions generally cannot be garnished before receipt, but proceeds in bank accounts can be garnished. I'm not sure what you mean by the last question - depending on other assets or income of the debtor, there may be other ways for the creditor to collect the debt.
