violation of court procedures AND/OR codes of virginia

I have a judgement against me in small claims court and I have found that the procedure backing va code 16.1-122.4 was violated can I reopen the case based on this violation?

Assuming that you're referring to Sec. 16.2-122.4(B), without indicating the details as to how the small claims court allegedly prevented you from removing your case to the general district court, your question cannot be answered.
