In Virginia can Department of child support enforcement seize or put a lien no an inheritance of someone who is married to a noncustodial parent?

No, not if this someone is in no way legally responsible for the child support obligation underlying the lien. (And, merely because the spouse happens to be married to the obligor in no way makes her or him responsible for this obligation.)
