My wife received a letter from a volunteer rescue squad that she recently resigned from requesting that she reimburse them for the cost of a ALS program she was enrolled in. They site that she has an obligation to give the squad a year of service after completing the program (she did not complete the program). There was no contract or form given to or signed by my wife agreeing to the year of service.
The rescue squads by-laws do not reflect any terms that state that any member that has taken a class paid for by the squad has to reimburse the squad if they resign.
I'm curious as to how far this could go and if she is obligated to pay since we feel that she did nothing wrong. The squad wanted providers to take the class to try and get more members with higher certifications; my wife tried and could not finish the program along with several other members of the squad.

She could refuse to pay on the grounds which you've cited.
I agree. Just refuse to pay it and tell them you will see them in court if they prefer.
Many of these are set up and/or funded and paid by the state or other sources. Most, if not all, are free to those that want to take the class. So what they are telling you sounds like complete bull, if not, possibly, fraud.
