No, sentences to be served by inmates in Virginia penitentiaries still

average between 85-88% of the total time originally imposed by the sentencing

court.

The Home Electronic Monitoring (HEM) program is not administered at any of the facilities under the jurisdiction of the DOC. If an inmate wants to be considered for this program, the local sheriff or regional jail administrator must request that the inmate be transferred back to the local jail facility from where he was transferred out to the state penitentiary as this particular program is only available and administered at local jail facilities.

It might be further noted that no good time credits are earned by a prisoner while

he is participating in the HEM program.
