Legal Question in Criminal Law in Virginia

I do 100% believe and understand that my identity was stolen,harmed and damaged by a local health care provider and local police department, respectively. The appeal took more than 460 days to resolve because of excessive and undue interference by the Nigerian Fraud Ring. Where do you classify the violation and how can I proceed over the fear and evasion ring, which I suspect, had evaded more than $56 Million in tax., and at the expense of my life and liberty?

local health care provider and police department, there is no way to fairly

evaluate the merits of your claim(s) and most of what you've written
