I accidentally picked up someone else's phone at a local bank they're charging me with felony theft 18 .2 - 95 class U. This seems outrageous to me. Is this normal?

NO! But you know the old saying, of course, as to what can happen.
A felony, obviously, is a serious criminal charge and therefore you should arrange
to hire a competent criminal defense counsel ASAP to represent you.
