I am 16 and I have a friend whos 22. We like eachother a lot, but we've promised my father that until i turn 18 we will have no physical contact and we do not speak to eachother in any sexual way. Is this still illegal and can he get into trouble for only speaking to me?

No, it is not illegal and he (your friend) cannot "get into trouble" for merely speaking with you (or anyone else, for that matter, even if your father thinks otherwise).
My authority for this opinion is the First Amendment of the Constitution of the United States of America (which believe it or not, can even be applicable to minors).
