Most likely would be up to the landlord (in my opinion) since
I don't believe that fair housing laws normally apply to convicted felons.

More precisely put, a claim of discrimination under fair housing laws after plaintiff's application for housing had been rejected, allegedly because the applicant had previously been convicted of a felony, would likely go nowhere (except out of court) as a violation of fair housing laws(in my opinion).
