my daughter was assaulted by this 18yr old, I called the police he said he couldn't arrested her because my daughter was around the cul-de-sac where she lives

That answer from a law enforcement officer makes no sense whatsoever.

If a crime has been committed against another person such as an assault, the perpetrator of the crime can be arrested irrespective of where the assault took place, whether it was in the home, out in the backyard of the home or in the cul-de-sac, or on the street.

You may wish to make a follow-up call to this officer's supervisor.
