Legal Question in Criminal Law in Virginia
I bailed someone out as "cosigner". I did not sign a contract with the bail bond company; only the credit card receipt. After finding out what a cosigner actually is responsible for, I called to cancel my supposed "cosign", and another cosigner was found who did sign a contract. Thinking about it later, why did they not refund the money I paid (the bond)? Wouldn't the new cosigner be responsible for this amount?

In reality you probably did not actually pay the bond but merely gave the bail bondsman authority to charge your card if such became necessary
through the failure of the other co-signer to actually pay it, i.e., post the bail bond.
Obviously, then while you were acting as co-signer such never actually occurred and your card therefore never needed to have been actually charged by the time you had cancelled out of this obligation.
Hence no refund to you for money that you never paid.
