Cases are Nolle Prosequi on appeal.

Im going through some legal issues with my mother. Ihave a protective order against her and so does my father. Went went to court against my mother for a abusive language charge, she was found guilty then appealed. On the *set trial* date the commonwealth attorney Nolle Prosequi the case. He advised my father all charges placed on my mother will be turned down and that he was going to *slam* my father. So my question is how can the commonwealth do this after she was found guilty of SEVERAL charges, yet the ones on my father are not dropped? is there anything we can do? Please help!
