Is it legal to leave a Toddler in the care of a person who is know to have Gran Mal Seizures and these seizures are not fully controled since this person has Cancer and it is what is causing this person to have siezures??

It's hard to say, from the facts you've provided
whether the child is or will be endangered.
If you believe this child really is endangered within its current placement, you should call the Child Protective Services hotline which will investigate the matter.
